Lead key program-to-government relationships for Transit-Oriented Communities (TOC) at Infrastructure Ontario, managing concept generation, program governance, and development partner interfaces while establishing commercial approaches and continuous improvement across the organization.

Responsibilities
- Strategic Leadership in Program Governance: Lead program-level approvals with internal and external stakeholders while managing municipal interfaces for TOC development sites
- Transaction Structure Development: Lead integration of Development considerations into transaction project agreements, establishing TOC-specific interface provisions
- Process Improvement: Design and implement business process improvements within Development, enhancing management, tracking, reporting and operational efficiency
- Commercial and Policy Expertise: Establish consistency in commercial and policy approaches across Development transactions and disseminate best practices and lessons learned
- Complex Analysis Coordination: Coordinate development feasibility analysis including financial modeling, land use planning, and density optimization to support commercial transactions
- Team Leadership: Manage, motivate, mentor, and professionally develop direct reports while leading multi-disciplinary, cross-functional teams
- Stakeholder Management: Navigate and align multiple stakeholders around common solutions and paths forward, particularly in ambiguous situations

Key Qualifications for TOC Development Leadership
Infrastructure Ontario is seeking candidates with proven experience communicating with development teams and government program leadership at both municipal and provincial levels. You should demonstrate advanced leadership capabilities in real estate development, strategy, and transaction structuring. The ability to navigate complex, politically-sensitive projects while developing innovative solutions is critical.
- Multi-stakeholder Management: Several years’ experience in development/transaction teams with program leadership within government/government agencies
- Financial Acumen: Proficiency with financial models to inform options and recommendations
- Complex Project Management: Ability to lead multi-disciplinary teams on complex, politically-sensitive projects
- Problem-solving Skills: Demonstrated ability to develop innovative solutions to complex problems
- Stakeholder Alignment: Proven ability to navigate ambiguity and align diverse stakeholders
- Technical Understanding: General understanding of land development, urban planning, and related policies and regulations
Previous experience in government ministry roles, Treasury Board submission drafting, and infrastructure project implementation would be valuable assets. A Master’s degree or equivalent professional certification in public administration, business, economics, management, urban planning, architecture, or engineering is preferred.
