Carbon Pricing Specialist Role: Job Description Summary

The Carbon Pricing and Environmental Taxation Specialist will contribute essential expertise to IISD’s new workstream on tax, climate, and nature. This role involves working with the Energy and Trade teams to deliver a multi-year project supporting the implementation of contextually appropriate carbon pricing mechanisms in Southeast Asia, with a focus on technical assistance, research, and policy analysis.

Carbon Pricing Expert: Key Responsibilities

  • Technical Leadership: Contribute specialized carbon price and environmental tax expertise to IISD’s carbon pricing program in Southeast Asia, helping countries implement effective fiscal frameworks
  • Research Excellence: Lead high-quality research and policy analysis on carbon pricing mechanisms and environmental taxation, producing impactful reports and technical papers
  • Strategic Collaboration: Work closely with IISD’s Energy, Trade, and Infrastructure/Finance teams to develop integrated approaches to climate and environmental fiscal policy
  • Government Engagement: Deliver technical assistance and capacity-building to governments on carbon pricing design and implementation
  • Network Development: Maintain and expand a network of contacts with academia, international organizations, NGOs, and civil society
  • Project Management: Design and implement project components, ensuring timely delivery of high-quality outputs
  • Strategic Vision: Identify challenges, emerging issues, and opportunities in carbon pricing, particularly in Southeast Asian contexts
  • Knowledge Translation: Communicate complex carbon pricing concepts to diverse audiences through various channels

Remote Work Policy

Knowledge and Skills Requirements

  • A post-graduate university degree in economics or related quantitative subject
  • 4-7 years of professional experience in carbon pricing, environmental taxation, or related fields
  • Excellent research and English writing skills, with experience in applied research and policy analysis
  • Experience delivering government technical assistance on carbon pricing or environmental taxation
  • Technical knowledge of prominent global carbon pricing schemes (e.g., EU Emissions Trading System)
  • Knowledge of regional and global fiscal frameworks for just energy transition and biodiversity protection
  • Experience working with government officials

Preferred Qualifications

  • Experience working on energy sectors in the Philippines, Indonesia, or Vietnam
  • Experience with emission trading schemes
  • Fluency in one or more official languages of the Philippines, Indonesia, or Vietnam
